This is our response to the Cabinet Office's Social Value Act Consultation. We welcome the Government taking social value seriously and putting clear frameworks in place to account for it in all public procurement. Since the Public Services (Social Value) Act 2012 was introduced, we have taken the view that its remit could – and should – extended beyond services to all government tenders, including goods and works.
Furthermore, we are pleased to see that this proposal strengthens the wording of the original Act from ‘consider’ to ‘account for’. We believe that public bodies should be held responsible for the social value that is generated from their procurement practices.
Nevertheless, we would ask for further clarity on exactly what ‘account for’ meansin practice, to ensure that this does not just become a boxticking exercise. We recommend that there is transparent reporting and a robust audit processes to ensure that public bodies are genuinely being held accountable for the social value generated through public procurement.
